December 2011:The Senate, in their appropriations bill (S-1572) for 2012, that bill's report (112-78 dated 9-15-2011), gives us the Real Purpose of SORNA: The Senate stated
"That was envisioned by SORNA," Adam Walsh Act Implementation- The Committee provides $23,000,000 to support the administration's proposal to help all 50 States, the District of Columbia, and 248 jurisdictions that are working to come into compliance with the Sex Offender Registration and Notification Act [SORNA], as well as provide for sex offender management and treatment. These grants will provide critical support to the comprehensive, nationwide effort to locate, register, monitor, apprehend, prosecute and manage child sexual predators and exploiters that was envisioned by SORNA.
