Guidelines, Rules & Amendments as Posted in the Federal Register:
1-11-2011: Final Supplemental Guidelines for Sex Offender Registration and Notification (Take note, these changes are effective the same day as the SMART Office notified the public they were passed: 1-11-2011( [How's that for notice...due process does not matter where sex offender policy is concerned, this is proof.]
5-14-2010: Proposed Supplemental Guidelines for Sex Offender Registration and Notification (These changes implemendted the Kid's Act, and made other fix-up changes according to the SMART Office)
The Kid's Act was enacted by Congress, and phased into the Adam Walsh Act on _____, and its purpose was to allow social networking sites to compare their account holders to the registrant's in the National Sex Offender Registry. [In other words, to get registrants kicked off any PARTICIPATING social networking site, even though that is not specifically stated within the act, only a fool would not realize that]. MORE COMING on the Kid's Act in another post.11-20-2008: Final Rule: Civil Commitment of a Sexually Dangerous Person (This rule is effective December 22, 2008.)
7-2-2008: Final Guidelines for Sex Offender Registration and Notification (A slightly different copy of these was posted in the SMART Office)
8-3-2007: Proposed Rule: Civil Commitment of a Sexually Dangerous Person
5-30-2007: Proposed Guidelines for Sex Offender Registration and Notification (A slightly different copy of these was posted in the SMART Office )
2-28-2007: Applicability of the Sex Offender Registration and Notification Act (ODD: Rule posted and made effective the same day 2-28-2007. Also, the rule requests "Comments" before 4-30-2007. This is a complete departure from the normal way rules and guidelines are handled. i.e., proposed w/comments and closing date, then final whenever they are made final. Finally, there is no notification scheme to registrants, within this rule. Due Process may be at issue!)
