Small Business Jobs and Credit Act of 2010: HR-5297:

Source of offensive language: House Report 111-506, H.Res. 1436 "(2) LOAN RECIPIENTS.—With respect to funds received by an eligible institution under the Program, any business receiving a loan from the eligible institution using such funds after the date of the enactment of this title shall certify to such eligible institution that the principals of such business have not been convicted of a sex offense against a minor (as such terms are defined in section 111 of the Sex Offender Registration and Notification Act (42 U.S.C. 16911)). "


FHA Reform Act of 2010: HR-5072:

Source of offensive language: House Floor Debate 6-10-2010 which says: ``(z) Required Certifications.--Notwithstanding any other provision of law, the Secretary may not insure any mortgage secured by a one- to four-family dwelling unless the mortgagor under such mortgage certifies, under penalty of perjury, that the mortgagor has not been convicted of a sex offense against a minor (as such terms are defined in section 111 of the Sex Offender Registration and Notification Act (42 U.S.C. 16911)).''."


Restoration of Emergency Unemployment Compensation Act of 2010: HR-5618: (This one has been resolved, the bill never passed, instead a different bill passed which did not contain the offensive language. This is being kept for reference.)

Source of offensive language: House Report 111-519: which says‘‘(2) ensure that benefits under this Act are not provided to any individual convicted of a sex offense against a minor (as such terms are defined in section 111 of the Sex Offender Registration and Notification Act (42 U.S.C. 16911)); and

these are ridiculous. not all sex offenders are those hunting down little children and raping or molesting them. some are stupid teenagers that use digital cameras to take inappropriate pictures of themselves with their girlfriends that are not 18 and get charged with possesion of child pornography. they knew what they were doing was wrong but never imagined illegal. they are kids that are not allowed a choice to drink but expected to think past the moment!! They are already punished for the REST OF THEIR LIVES for failure to think. to take away hope of starting their own business, since no one wants to hire them, is just one more load of crap.
