Local registering agencies harass sex offender registrants, sometimes resulting in criminal charges

This is a story that has to be told, happening today in Oregon and maybe elsewhere too. Tom Madison has documented the problem in such detail that it is impossible for us to do better, accordingly we refer to his documented site which also contains videos of the registration process as they took place.

What we see happening here, and elsewhere, is, lawmakers writing laws in a BROAD CONCEPTUAL sense, leaving the details of how to implement it to more local jurisdictions. And without controls on how to implement laws, it allows prejudices and biases of local agencies to implement processes that almost guarantee failure on the part of the registrant and sometimes results in "Failure to Register Charges"; harassment of registrants.
